Reconcile income with completed cases/reviews

Would it be possible to 'reconcile' an initial payments with completed cases? For example an adviser has had an initial fee come in, but we don't apply to them/their KPIs etc unless they have a fully completed case submitted.

As an extension of this that if any annual reviews are overdue by saying 13 months, that their ongoing revenue is held in a 'holding zone' before it is applied to them, until the review has been submitted?

If there was a way the income reconciliation engine could counter check last review date/completed cases etc then my thinking is it would give an overview of supervision in a relatively automated fashion!
