Form builder for internal use

Is it possible to create a form builder for internal use i.e. not send it to the client?

I was considering using a Form as a checklist against a client record for us to use internally. Eg case completed by adviser > workflow to admin > form creating a checklist to tick off the file has all relevant docs etc.

However, it seems like it has to go to a client to complete, but I was hoping that we could internally also? This would also allow us to use forms for things like employee onboarding etc if possible
