Fact Finds - Internal

We have many vulnerable and elderly clients who cannot complete their own Fact Finds. Currently, the system does not allow a Fact Find to be created or completed without an email address attached to the client, which forces us to use a dummy or our team emails as workarounds.

Allowing Fact Finds to be completed internally, without needing to send requests or link to a client email, would remove administrative barriers for our vulnerable clients.
