Complete fact find sections

Can the tick box for "complete" override the details in the section? We've found we've ticked the box to complete, but can't submit fact find as not all sections are complete. In the scenario we tried it was Health section where we hadn't entered height and weight. As we don't need this for all cases, it feels like it shouldn't be mandatory to complete?
