Alerting Clients to technical Issues with their Portal

The recent issue with the plan valuation feed from Fundment has highlighted the need to be able to quickly alert clients via a notification from Plannr.

It's reasonable to expect technical issues from time to time so a global notification would help minimise the risk of 'spooking' clients especially when plan values are affected.

Even though all clients would get the same notification, if it didn't affect some, they could simply ignore it. At least those affected by the issue would know about it and more importantly know what to do.
