Admin Centre

It would be useful for system admins to have an Admin Centre of sorts, where admins can reset user credentials, manage users' 2FA etc, change their 2FA mobile number on their behalf etc.
We already have an instance where one of our team has locked themselves out and I'm unsure what to do about it…
