Ability to send fact finds to circle members without an email address

I can't send a fact find request to a circle if one of the members doesn't have an email registered. I can do it if I send the request using an automation. We have some cases where one person has an email and the other doesn't. We also have a lot of shared emails but this doesn't seem to cause an issue.
