Ability to restrict who can alter VAT Percentage and other fields when adding a charge

As a firm we would like to restrict who can change the VAT percentage, Gross Amount and VAT Amount.

VAT is at 20% set by the default in the system so only allow certain users / levels to be able to change this or the other fields as this could cause problems with VAT reporting
